The top of the idler should be at about the same height as the top of the road wheels when fully loaded. That's for the early, larger idler actually, but the difference should be quite small. The challenge with heavy tracks (steel and such...), is that they droop a lot more than aluminum tracks when suspended mid air. Proper adjustment can only be made on the ground, fully loaded.
