I started on step four. I notice the part call outs have numbers inside a circle next to them one through fortyfive. Is this supposed to mean an order of assembly?

Its like Christmas at your house every day! I love it. This will be a great model. You are competing with Phil to see who can build the most models at the same time! LOL. I'm guilty too - I'm excellent at starting projects!
The part bubbles are simply an item number - to show you the part number and where it goes in the assembly. Not assembly sequence. Although generally the instructions have you do smaller subassemblies first then build into larger subassemblies later as you go.

its realy a 'kompakt kit'
I also was shocking about the length of that, as I shown it outboxed and start buildet it.
I have upgrate it with the armorpax details. BUT you can't use them al, because than it does'nt run anymore. So you have to change some parts. The advantage ist the awsesome overall picture. Withe Famo in front its about 3m long
