Can anyone advise me on the best way to drill the internal travel lock bolts into the turret lid?
I only own a cordless drill and a dremel, so I don't think I can re-create the flat bottom on them.
Do you think filling in a bolt head with putty and inserting it into a countersunk hole would be OK?

That method works fine. I picked up some mill ends. Do not have a mill or even a drill stand. I start the hole with a drill bit, 7 or 8 mm. Not drilling in deep. This gives the milling bit a steady base to start from. Make the hole with the mill end fitted to cordless drill. It works quite well. I have to do some on a tiger so I will post some photos to explain.

So I take it you can move the smaller mlling bit(4mm) around the inside of the initial "larger"(7-8mm) hole until you achieve the flat bottom effect?

yes. I use the bigger drill bit to start with as if you try to start with mill it slides all over the place. Try it out on some aluminium scraps.
