Mark,
The usual tip is to attach a servo to each of the receiver outputs usually wired to the DMR203 unit and making sure they operate when you move the transmitter sticks. That will show the control signal is getting to the right output.
Another simple test is to check with a voltage meter that there is 24 volts getting to the battery terminals of the VTX controllers.
After that, it gets more involved as you need to make sure that the RC signal going in to the DMR203 unit is being converted properly and is changing on the output leads. I can't recall the pin outs at present but if you check the first two above I'm sure we'll be able to get you going.
Adrian.

Many thanks for the info. I tried a servo on each receiver channel and the servo works fine in all respects. I have a green light on the control box as well. 24volts.
What am I missing? either speed controller or sound module?

Do you have the sound unit plugged into the receiver and then the DMR203 plugged into the sound unit ?
If so, try plugging the two channels from the DMR directly into the receiver and see if the motors operate. From the 4QD manual, the three cores from the DMR203 to the receiver are coded as:
Green - Negative
Red - Positive
Blue - Signal
