hello.
it is rare to see the bolt head as they are fitted on the "inside " of the wheel assemblies (either large or narrow pair)
most of the time you see only the nuts
Seems the tabs were used on each and everywheel

From pictures taken during restoration of Littlefield's panther found on internet (the one i put above is from the Wheatcroft collection) you can see the small tabs

Graham Pipe has spoken of those " bolt retainers" on panther wheels in a post related to the tiger I (nerdy wheel question)
