Hi Brian
If it’s any help, I clamped the wheel plates in place centrally using a couple of screws in the hub locating holes, I then found it easier to locate and fix all the outer screws, nuts and locking plates. I ended up with a sort of production line! Have patience and may the Force be with you!

My Tiger 1 had the solid alum wheels. It seemed to take forever to get those together - depending how much detail you want. Those stamped steel are super cool (like original) wheels - but more parts for sure. Hang in there - a little progress at a time!
