Rims rubbing against the sway bars
So I test fitted my primed wheel assembly onto a sway bar and it wouldn't spin. I though I tightened the countersunk M4 and CP0142 too tight, but that shouldn't have been the problem. The inner rim rubs against the sway bar, I pulled it out just a bit unscrewing the M4 screw. Spun it with my hand and the rim cut into the sway bar and removed the paint. I tried it on all the sway bars and the same result. Steps 16 & 17.

Nick,
Just to be sure you assembled it properly, the hub mounts in BACK of the inner wheel, otherwise it will rub. The CAD drawing can be misleading.

Nick,
Your wheels look like they have too large a gap between them. Have you assembled them as per this drawing - with the flange of EV0203 on the inside of the first wheel.

I had the flange on the wrong side, it fits perfectly now thanks! I need to look closer at the drawings.
