Dave Dibbs at armorpax does the buckle's and I think he uses
thin eleastic with them

Tony buys cotton tape from Dress makers shops and supplies them to 1/6th scale hobbyists in the correct length and width so they can make up their own 37 pattern webbing according to his tutorials. He'll probably sell you what you need but you can just as well pop into a Dress makers shop or buy a whole roll of through Amazon. For recolouring it from white to Khaki you can either paint it or use Tarrago shoe cream in the Khakie colour. If you search OneSixth UK website you'll find several posts covering the usage of Tarrago shoe cream.
