A quick Google seems to indicate that the iPad doesn't support Adobe Flash by default and this might be needed for uploading photos to a phpBB3 based forum.
I don't know the iPad, but there do seem to be workarounds available, so it might be worth having a Google yourself and seeing if any of the suggestions work for you.
