Pak 43/41 help

I have run into a problem trying to fit the spade frame and spade to the rocket bracket. The issue I have is that the 2 x12 pin will not go into the eccentric Pin that holds the spade frame and spade to the rocket bracket. The 2 x 12pin fits the eccentric collar not a problem, however unless I use force the pin will not go through the eccentric Pin. I have included a photo of how far I push the pin into eccentric Pin.
